Scary, not sexy

Hardy Girls Healthy Women, in Portland ME, encouraged female participants to wear traditional Halloween costumes, if adorning themselves on race day, rather than sexy attire that has become more popular for girls.

That's good advice if offered helpfully and non-threateningly, as it was here.

Don't do it the way an Illinois YMCA did several years ago.  It pledged to disqualify any runner who swore or spit on the course.  Race organizers apparently were unfamiliar with the first amendment of the U.S. constitution and did not understand athletic physiology.

If you hope for, or advocate, a specific type of behavior, encourage it, don't order it.  Create a theme and an ambience that will invite support.
