Although prize money does not attract competitors unless it's a huge amount ($1,000, for example, is nothing to an elite athlete), offering anything of value just to residents can be a big draw.
Resident-only benefits can build community support for your event (think permits and complaining residents) and may increase the number of participants in the race.
