No dogs!
I was surprised to see a race actually give instructions about how to manage your dog at a race.
Races are people events, not animal events. Being inclusive does not mean allowing participation of animals. Dogs are dangerous - people can trip on leashes, animals can nip, lick, or bite other runners, and many people are afraid of dogs.
A "friendly" dog is not always welcome. Runners aren't eager to have dogs jumping on them and licking them.
If you want people to be able to run with their dogs, establish a race for that purpose. Otherwise, tell people to keep their dogs at home and don't let their complaints change your mind.
