Who's the customer?

Runners.

Not the beneficiaries of your charity or the members of your organization.  The customers are the participants in the event - primarily, runners

When promoting the event, designing a race course, deciding on amenities, establishing registration procedures, setting entry fees, or structuring results categories, always do what's best for the runners.

Whether the purpose of the race is fund-raising, community activity, business promotion, or anything else, runners are still the primary customers.
